Improved safety and flows through work zones

History

When roadworks are taking place on the highway, they are usually delivered under a reduced speed limit as a result of the increased risk through potential factors such as; narrow lanes, degraded surface, poor lines of sight, adverse cambers, distraction from works and more. For many years, these reduced speed limits were enforced using the technologies available to enforcement operators, including ‘spot speed’ cameras and hand held speed guns. However, both of these approaches were never ideal or popular in the long sections of traffic management typically seen with a works zone.

‘Spot speed’ cameras can result in sudden braking, when drivers see the camera or check marks on the road – this can lead to congestion or even collisions, as the following vehicles compensate by braking hard too. Hand held or van mounted speed devices are similarly not ideal within a works zone, because a vehicle or officer will need to be present within the construction area, which presents a personal safety risk as well as potentially leading to sudden braking when drivers see their speed is being measured.

In 1994, a prototype version of the SPECS Average Speed Cameras was installed on the M20 in Kent, where vehicles’ number plates were captured at two locations within the roadworks, allowing an average speed to be calculated. This concept was further developed with a more advanced system installed on the M62 J18-20 in 2002, which was the UK’s first roadworks enforced Average Speed Camera scheme. Data captured from this project proved that traffic continued to flow smoothly through the works zone, largely eliminating the ‘camera surfing’ behaviours that were seen with older camera technologies.

A further development was made in 2005, when the DfT approved a specific sign for use within these SPECS controlled zones. The 878.1 ‘Average speed check’ sign was first installed within roadworks on the M1 Jn 20-21, where the sign was installed throughout the works zone. Monitoring proved that traffic flows improved further, as the vast majority of drivers were made aware that their average speed was being monitored, throughout the works area.

From 2007, SPECS average speed cameras became the default enforcement technology within major roadworks, with a new Appendix 1/26 and 1/27 being created especially for the new technology. This allowed scheme designers and contractors to design traffic management configurations that were significantly better for road users, allowing longer sections of works to be operational at one time, whilst allowing traffic to flow safely and smoothly throughout the zone. Where historically traffic might stop completely when travelling through short, intensive work zones, controlled by ‘spot speed’ cameras, much longer controlled sections now allowed construction teams the flexibility to work where and when they needed to, within a much larger works area – without the negative impact on road users other than an increase of a few minutes journey over several kilometres of road. To date, more than 400 major TASCAR projects in the UK have benefited from SPECS Average Speed Camera control.

To date, Jenoptik have been involved in the provision of 400+ TASCAR schemes across the UK. Within roadworks, Jenoptik are the unrivalled experts in average speed enforcement solutions, having successfully delivered schemes within every single UK Police force area.

Jenoptik has been delivering TASCAR solutions since 2000, with continual development around our equipment and designs. This ensures that as Traffic Management schemes develop and evolve, our equipment remains the most ‘fit for purpose’ that it can be.
